- Preheat the oven to 375°F (190°C).
- In a saucepan, melt 4 tablespoons of unsalted butter over medium heat. Add the flour and whisk until smooth.
- Gradually add the milk and heavy cream to the butter-flour mixture, whisking until thickened.
- Stir in the sharp cheddar cheese, Gruyère cheese, salt, black pepper, and nutmeg. Mix until the cheeses are melted and the sauce is smooth.
- Layer half of the sliced potatoes in a baking dish. Pour half of the cheese sauce over the potatoes. Repeat with the remaining potatoes and sauce.
- Top with panko breadcrumbs mixed with 2 tablespoons of melted butter and shredded Parmesan cheese.
- Bake in the oven for 60 minutes or until the potatoes are tender and the top is golden brown.
